MASTERIES
In my masteries I typically go 0-12-18

My keystone is strength of the ages. This mastery is so damn strong on Sejuani due to her W dealing damage percent of her HP, which means that late game you will be  insanely tanky and with your W on you will deal so much damage late game. I always take insight because I tend to use flash a lot as an engaging tool. 

In cunning I go the assasin over biscuit because I tend to buy refilable potion, and my buffs usually goes to my carries; so the assasin is strong 1v1 because late game you will deal so much damage that you should take down their carry alone with your CC and the damage from your W.

ABILITIES

Fully level up W for the damage and cooldown. 

Level your E second for the slow and cooldown.

And third level up your Q

Level up R as soon as possible. 

JUNGLING

Your best clearing tool is W and E. Start W and go the usual camp route. I sometimes go Q as second but that is if I'm against a champ with bad early, or they have thunderlord. I tend to counter jungle at level two, to either get their buff, get firstblood or make them waste flash. I know what you're thinking, that Sejuani is not a kind of champion to do so, but believe this is strong. You have CC and if they were low or tanking the buff you don't even need alot of damage. 

GANKING

Your strong CC makes your early ganks devastating. With flash Q you rarely miss and they opponent - if caught of guard usually will die, or they blow flash or recall. Not so often I gank bot at level three if my team has a support like blitzcrank, leona or thresh with a lot of engage and that often leans to a firstblood for my ADC. If you don't have supports like this or your lane is pushed don't do this or it will end up with atleast a double kill for the enemy. 

TEAMFIGHT

In teamfights you're the hard engage. The normal combo as Sejuani is to Q towards the enemy and throw of your ultimate. With this combo, you will hit almost multiple targets and your team have a chance to follow up. Rarely try to throw the ultimate from distance, like for an example when chasing because you will almost guaranteed miss four out of five times. 

In a teamfight after landing your ultimate, you activate W and Q into them again and start dealing some damage. After your team followed up you can use your E on fleeing targets and follow it up with a Q. 

In team fights where the other team have a lot of peel, save your ultimate, engage with your Q and get in position to hit their backline carry with your ultimate because it will give your team a chance to come close or get rid of their tanks. 

When the enemy is going for drake you can come behind them at the opening of the pit, throw ult maybe steal drake and if you're team are there with you, you can win the teamfight. On another note, if you're doing dragon or baron and you're afraid of them coming into the pit with you or they have a chance to steal it - throw down your ultimate because it will give you a couple of extra seconds to freely get it. 
Don't underestimate Sejuani - even if you're way behind, but you can land the ultimate on three to four people you can change the course of the game, all by yourself.

Starting Items

    Best start for a mana jungler. I don't level up my refilable potion because it's not good enough to prioritize above smite item.
    I always go these items on my first-second back. The trackers knife will keep you into the game with extra XP because you're ganking a lot more due to your hard CC. Also the vision control will help your team out so much, keep that in mind.
    These two items is the ones you finish first. Cinderhulk is essentiel and I personally prefer mobility boots with distortion for the extra pressure I can put on the opponent team. Depending on the game think about what boots you will buy. Go distortion because it will lower the cooldown on your flash which is the one you usually will use for engage.

Core Items

    You need to get this item on Sejuani. The tankiness and that extra movement speed in engage is just too strong. Go for this as third item.
    Depending on the game - these items is the one I would get as fourth item. Warmogs will make your W deal so much damage, your healing outside battle will be enormous, overall will make you really tanky. Omen is really good if you're against an carry which uses critical hit. The tankiness and slow will only help you. If you're against a AP mid or toplaner who carries the game buy Locket as fourth but consider it as fifth if you think the others will be better in the situation
    This item is also a really strong pick on Sejuani. If you're having a succes on ganking a lot or are in generel snowballing this item could also be a strong pick as fourth item.

Situational Items

    Don't go this item. I have seen some Sejuani go for it but it isn't as strong as it might seem. You miss out on a lot of tanky items which are better on Sejuani, Rylai's is so damn expensive, and even though some of your abilities are AP you will deal way more damage with HP.
    I have rarely bought this item, unless if I had a Katarina mid who was 25-1-0. Then yeah, its valuable if she hasn't bought it. Otherwise, don't consider it important.
    If you're up against AD who is tearing you apart, buy this. But its not necessary in a normal game because it doesn't give HP which scales with your W, then Omen is a better choice
    A valuable item to buy if your support went for the deathcap or Lich bane.
    This item can be handy if the other team has champions with an engage almost as strong as yours. For an example malaphite.

1v1 you should take him. But in teamfight this matchup depend on who lands the first good ultimate.

His healing if obnoxious. The only thing you can do is stall against him or kill his teammates first.

Vi is on of the strongest jungle champions in my opinions. But if you play wisely this matchup will be the smallest problem. Don't engage before her. If she charges up her Q you can Q into her and stop it; same when she ulties your carry or someone else, then you can Q her or throw your ultimate against her for stopping her from doing further harm.
