I haven't tested this out in a while, but the idea of the first rune page with Lethal Tempo scales with allowing you to exceed the attack speed cap and smack them silly once you land a stun card. With increased attack speed from alacrity and extra damage once the enemy is below 40%, your main worries should be CC and positioning.

Sorcery's Celerity and Waterwalking will assist in catching up or kiting as you fight (in river especially/obviously) as nothing else synergizes this playstyle better for on hit/attack speed JG TF.

You could also go Fleet Footwork if you want to have more movement speed and slightly healthier clear. It does lose you the potential to slap faster late game.

The second rune page is Dark Harvest based and the concept behind that is to farm up and come out swinging with one big auto onto a target. This could scale, but it's heavily reliant on farming or ganking to pick up stacks. Nice aspect is that after 150 stacks, you can come out of R and deal a solid amount of damage in one go and in a team fight, there is a chance to pick up and reset Dark Harvest as you go.

So the reason for starting W is for the extra stun you can get from the gold card. (If you have horrible luck, or just suck at pulling gold cards, go E for the 10% AtkSpd boost, not as effective though) (I also credit Cowsep for changing my mind from starting E, it still works though) Then you max E as fast as possible. Now here Cowsep advises that you max W first for the stun but I find that since my build starts off with my Attack Speed items, might as well max E to clear faster.

Trick to Jungle TF is to not get Q until necessary because of the relatively high mana cost from Q and the lack of need from Q if you’re auto attacking jungle camps to death.

So the actual build/jungle path will be written here:

Blue side: I'd recommend Red buff just to get your bot lane to help and then go wolves -> Blue/Crab. Then you can gank or hard farm. 
Red side: Either buff is fine to start. If you go Blue buff, then go wolves -> Red/Crab -> gank/farm. If you start Red buff, you have the option to gank or farm.

Now then, you can go two ways here:
1. Gank Top/Mid. By this time lanes should be pushed somewhat and your red buff with gold card is 99% guaranteed to force at least a Flash. (If you don't...let's go with blame your lane)

2. Screw the lanes and keep farming like a boss. If you can't see a way to gank top or mid here then go the safer way and straight to Blue buff. Here try to bring out the Blue buff to take the least amount of damage possible. 
(Sentinel resets harder than red buff so be careful) Once again, try to pull as many gold cards as possible for the soft resets but at the end you may want to step up to guarantee the buff. 

Kiting is ESSENTIAL for jungle camps as TF.

Now farm to your content or gank away. At level 6 I usually save ult until I see an opportunity to gank a lane.

Items: Try to keep your health up at all times since you don't have lifesteal/spellvamp. You're relying on the passive from your jungle item and Smite for sustain. Rush Bloodrazor as soon as possible. Grabbing Recurve Bow and boots is fine if you have the gold, or Skirmisher's Sabre. After that, you should have at least tier 1 boots, so you can aim for your tier 2 boots now. I prefer Berserker's most of the time, but you can also grab any of the others for situational purposes, but bonus attack speed is always appreciated. Then get your Wit's End as this will not only boost your damage and Attack Speed, it will help you gank so much better and clear camps. The next item is depended on you and the game. Hourglass if your opponent has massive AD damage, or Lich Bane to hit harder when you gank or 1v1 someone. Try to save your Smite if you are ganking, the Smite will be incredibly useful when you come in. I like to still get Hourglass after Lich Bane, but if the enemy team has a lot of AP damage, Banshee's Veil is very handy to have. The last item slot is really up to you, make it your own here as all of your games should be different.

She has a decent/strong clear time and is well known to counter TF for a very good reason. Her 1v1 potential and burst damage is insane after hitting level 6. Be wary of her map movements and aim to control the pace.

If he's tanky enough to ignore your damage you're royally screwed. 

Dodge cleavers and farm as much as you can to get some damage before attempting to fight.

In my opinion Elise can still be played very well in the current jungle, but she's being underpicked compared to a few other junglers. Dodge her stun if possible and try to farm instead of fighting. She should have an advantage over you in 1v1 during early game.

NightBlue3 keeps posting almost weekly videos of her and goes full AP. Watch out for her assassin capabilities and try to keep good map vision up in her jungle and all around.

If the Ezreal is good you may have a problem, but if you avoid him early and get to Wit's End stage of your build, you should be fine to 1v1 him.
