Greater Glyph of Scaling Magic Resist- In my opinion the best glyph for singed because he has mr problems, but flat and scaling ap glyphs work on singed also
Greater Quintessence of Movement Speed-Â Provides 15.5 ~20 Movement Speed (If Singed is only 20 movement speed faster than his opponent) having this rune will allow him to close the gap twice as fast. Which means faster ganks and quicker chasing/escaping in teamfights.Â
Greater Glyph of Ability Power- Allows singed to clear jungle faster! increase poison damage at lvl 1 by poison damage is increased by 14.6% and fling is increased by 10.71%

the 2 points in relentless should be used in tenacious the cc reduction is greater for 2 points in tenacious vs relentless.
also hybrid pen marks give you greater dps early game than flat magic pen, because your auto atts at lev 2 do more damage than poison ticks at early stages.

also you should have a thorn mail in your build no matter who you are up against because thorn mail stacks with magic pen so you should have that in there.
