lvl 1 ~>U start with "E" so u can have easier farm and also damage the enemy while u farming (if he is behind your taget)
lvl 2 ~> U taking "Q" for dodge ganks and no die,also u can knock up the enemy while your jungler coming for gank,if u are sure that enemy jungler will no come u can take "W"
lvl 3 ~>This spell have big range,u can silence and damage the enemy
What u will max? ~> Always i max "W" for harass the enemy without take damage, but if u wathing your enemy always behind when u hit a minion u max e, if not and u cant go close to him then u max w (for example if he is darius u cant go close because he will grab you )

because you have tenacity so u no need get mercury only for +25 magic ressist and it is better at most of games to go your attack speed +20% (remember your "E" you deal also +30% of your ability power on your basic attacks) so u will deal a lot of dmg on their adc and apc

not bad guide i can say but why max ur w first?u just aa the enemy champion and if he switches aggro on u then just pop him in the air and silence +one aa and the minions will deal significant dmg on him.Inaddition rylais and wits end is much better that twinshadows and omen imo cause + liandry's tornment cause u have much better in-combat dmg rather than bursting and being useless for the next 6-7 seconds.........

twinshadows is last item in position of abysall if your team had it u no need more hp 4100 is enough ,twins gives you ability power( dmg for all your abilities), magic ressist ( tanky) , mov speed and ofc active which slow nearbly enemys mov speed for 40% so it is pretty easy next to q their apc,adc and go it out of fight
it is sure better than rylai because raylai gives you only +500 hp ( u no need more hp), +80 ability ( only +30 than twin) and useless passive for cho also u no need wits end when u have zephyr 1.3 attack speed is enough

u know u need balance no full attack speed without ability , no full ap without hp , no full tanky without dmg and this is the best balance on my opinion
