Windspeaker's Blessing is a must on Soraka, you will have a ton of health to restore with just a little amount of mana and health, so basically it's the best choice. On the Resolve tree, choose anything related to health. The more health & health regen you have, the more useful you are in laning phase.

Choosing Perseverance instead of Insight it's not a must, but when low HP, gaining better health regenration is very useful, but going for Insight should help you get some good cooldown reduction on Summoner Spells.

Although i picked Bandit in the Cunning tree, try not to poke really hard, the best way is to set off behind your ADC and in case of a bursty-engage, your ultimate, the build and your heal will help if used correctly. As i said, don't be too pokey, the Bandit will help you when the enemies reach a closer distance to you (surely they will do, they have to focus the ADC/team who is in front of you; some basic attacks you'll surely use in defence).

Okay, it's a hard to explain why, but just hold a moment. *takes a deep breathe*


Starting with W may have consequences, but as long nobody will really hard engage during pre-level 2, playing W is safe, but you can point Q instead.
As long as you hit level 2, and you have both Q and W active, it's a safe play if you stay enough behind to support the incoming damage to your AD Carry.

Maxing Q is a great idea, but not as great as maxing W. The faster you have your W maxed, the more useful you are when it's about to heal the damage dealt on your teammates. Some guides prefer to max Q instead of W, just to have more peel/regeneration, but if you are not sure you can hit more than 50% of your Qs on enemies, just don't max it. Especially Reaper Soraka players love to max Q, i am more than sure that maxing the W leads to good ways for the game.

Your W should be ready when you hit level 9. It's about to mid-game and the teamfights usually get harder and harder. By hiting level 11 to your ultimate, your W should be halfway to the maxing. It's good now to hit more Qs.

Don't negate the E. Just don't. It's a useful and enormous damag-ish spell, the best damaging spell 16.png Soraka has.If casted properly, you can easily root at least 3 enemies and the teamfight can begin if teammates are nearby. Although 16.png Soraka does not have a laning-phase engage nor teamfight engage, she can get out the ADC and revive them to full health with a minimum of resources. 
Going back to E, it's good to spell when the enemies are chasing and they can't see it because of the Fog of War. As long as you root them well during a teamfight, you have enough momentum to help your teammates win the fight. Also, being in a matchup against champions who are weak to silence (55.png Katarina's ultimate, 34.png Anivia's ultimate and so forth) can be a massive plus as playing 16.png Soraka. Take care of it, the cooldown is a bit bigger than you may expect, so use it wisely on teamfights.

The ultimate has a big cooldown, but can be worth when used properly. Avoid being focused in the teamfight, using 3.png Exhaust on the best damage-output enemy or on the enemy who focuses you, 4.png Flash to reposition/escape, and you are good to go.

Starting Items

    Ancient Coin is a good choice - get health when minions die. Get gold, buy items. Simple.
    Try to recall when you have at least 800 gold. It's dangerous to go alone, take these. Don't forget - when you have Sighstone, take Sweeping Lens.

Core Items

    I recommend building Sightstone and Talisman of Ascension. With the Talisman, you have one more tool to help your teammates engage. Iron Solari - help teammates get more MR, and the shield active is HUGE. Ardent Censer is good if you have attack speed-based teammates, but never pick it when you have Graves in your team.

    It's good for Locket Solari & Talisman of Ascension cooldown. Also, having more health as Soraka is a big plus.

Situational Items

    Spirit Visage & Banshee's Veil against AP, Randuin's Omen against Critical Strikes, Frozen Heart against Attack Speed enemies. Warmog - just more health.
    I've seen some builds with Zeke's Harbinger on Soraka, but you need a lot of communication and momentum with your allies. I don't recommend it as a core item.
    Banner of Command Soraka is outdated, but instead of Locket Solari, it's a good choice if they got none but AP champions.
    Good choice instead of Ardent Censer. But assuming some teammates aleardy built their own CC-remover (QS or Mercurial), it's good only for yourself or to block an unexpected chain of CC on allies who already used their CC removals.
    Just don't. Really. DON'T. You love babanas, not cleavers.
