Taric mainly a protector since his rework, developed into a very strong fighter due to the changes of his Q and also the reforged Runes. He can be played Sup, Top and even Jungle. I'll show you my experience with Taric, which i played in this last preseason about 50-60% of the time.

NOTES:
Taric is a fighter/support and excels at close fights, keep in mind my playstyle is kinda aggressive(reminder im in plat), i dont force fights but im always looking for that moment where i can catch the adc that is going for a last hit with my e.

Taric is very versatile in terms of runes, choose depending on lane opponement. But since the last patch primary Resolve grants only half the HP + half the bonus AP/AD(sorcery/domination) or AS (precision) which sucks, because his best rune is presence of mind from precision. Taric never wants 65 hp exchanged with 9% AS

KEYSTONES:
The most guides and rito recommend Guardian, which i disagree. My SUP builds are always build with resolve+inspiration 

Glacial%20Augment.png?width=32 (SUP - best) aka the budget Iceborn gauntlet. Take this in most matchups, it helps so much to his sticking power or landing the initial tarice.png. Stickyness means more Autoattacks, means more heals and dmgtaricpassive.pngtaricq.png.
Guardian.png?width=32 (SUP - situational) aka the often uselessly proccing shield. Take this only versus long ranged poke bot lanes, where you know you cant do shit except wait and farm.
Aftershock.png?width=32 (SUP/TOP - burst) if your tarice.png will be a easy hit take it. stun him do 2 aa, then either walk behind until it proccs or Q 2 aa and then walk back. you get super tanky until the proc and deal a bit of dmg.
Grasp%20of%20the%20Undying.png?width=32 (TOP - the Duellant) versus most Toplaners you can take grasp. As a Taric top what you do is fight, autoattack and heal.. this fits perfectly.
Kleptomancy.png?width=32 (TOP - easy lane) -  taricq.pngtaricpassive.pngtaricpassive.png always - an easy lane for taric is a meele that depense on being close/autoattacks so more like shen/ornn. you out dmg/heal most toplaners in simple fights, this just adds extras and is fun to play.

LESSER RUNES:

The BEST: Presence%20of%20Mind.png?width=64if youre playing taric much you probably know the power. basically in lane be ready to heal about 240-400HP (+80HP every 2 autoattacks around LVL 3-8) from minions or engage your opponement. In late game teamfights every assist or kill refreshes the duration, infinite mana, infinite heals.  -  taricq.pngtaricpassive.pngtaricpassive.png always -
since the last awful patch you get unneccesairy 9%as instead of 65HP but it is still worth it.

Resolve - Revitalize.png?width=32Conditioning.png?width=32 are my favorites, if main resolve addFont%20of%20Life.png?width=32sup, Perseverance.png?width=32v cc, Demolish.png?width=32 always good
Inspiration - Magical%20Footwear.png?width=32Biscuit%20Delivery.png?width=32 are the best options in the first 2 rows. the third is intresting all 3 are good Celestial%20Body.png?width=32(100hp very nice)Approach%20Velocity.png?width=32(would only pair with Glacial%20Augment.png?width=32)Cosmic%20Insight.png?width=32(cd always good)

I dont get it why, but most guides overlook taking a second Q point at lvl 3/4/5 its basically doubling the heal. if you play taric right you:
 -  taricq.pngtaricpassive.pngtaricpassive.png always - 
which leads to 2 charges every 2 autoattacks. Here is some math to show you how strong this is

Taric at LVL 4 has at least (no hp items, worst hp runes, 0 AP) 779+65=844HP
2 charges Q are: (2*30 + 2%HP + 40%AP)*1.05= 80HP
in other words, imagine a champ that at lvl4 has 40hp per hit lifesteal, bonus 100%AS and 40 magic dmg bonus per hit  (from passive)

I know this is playstyle is veeery manahungry, but thats why you should get presence of mind to have every level up either a huge heal up or a huge advantage in a fight(at least toplane). When you finally got your fisting device 3025.png mana is less a problem.

note: I tend to build very Healer/Fighter oriented, but never forget to sometimes better build as top taric "supportive" items or just pure Tank. 

SUP: I wont go too deep in support builds after core basically everthing is situational. 3190.png and 3107.png both give superb stats for taric and you gain the ability to give your team something like 5sec of undying. timing of the Actives is crucial. after a sure engage push taricr.png3190.png3107.png>ult kicks in>redemption kicks in
As for Patch 8.2: since you dont have to buy sightstone, taric now has more disposable income to get items like 3070.png or Iceborngauntlet earlier

TOP: 3025.png single best item on taric. IT gives all the crucial stats for taric (except HP), the sheen/slow part works so fine in his kit, his biggest weakness is being very prone to kiting, so this or Glacial%20Augment.png?width=32 helps. This item gives you everything you need to outtrade/beat any Meele AD in 1v1. I see this and 3053.png as his only "offensive/(sustained)dmg" items, taric wins duels by over sustaining and trying to stick to his target in aa range. Keep in mind you dont have to rush it always, like versus ranged/mages ofc. sometimes its better to get some health/sustain (like 3010.png  or 3211.png) or upgrade boots on tha wae.
3010.png this item is like a recycling device for taric HP for mana, mana for HP... it is so strong on taric especially with a fight happy playstyle as you remember as Taric we -  taricq.pngtaricpassive.pngtaricpassive.png always - to understand why, see some math: 
Lvl 2 Q costs 80mana, catalyst gives 20% of mana as HP so our Q heal (well basically every spent mana does this) raises by another (would be 16 but 15 HP is max) 1.05*(15+225*0.02)=20.4HP up to a total of 100HP every 2 autoattacks(around lvls 3-9). when taking 100 DMG you get 15 mana back. so on the long run Q's ability cost gets cut down to 65 mana and gives  100HP.. nice trade
uprade catalyst very late since you should go for spirit visage as MR item. sometimes i sell the catalyst when it comes to the last item if i cant utilize abyssal mask really (ad heavy comps)
3065.png like the icing on the cake, make u suuuuper hard to kill without grievous wounds, boosts our main business healing by huge 30%. gives all the stats we crave after 3025.png . enough MR for the rest of most games, 10%cd (30% in total at this point) and lovely HP.

these were the items that fit taric the most, after that you can build situational mostly tank/supportive items, but wait there is one hidden item (only building when ahead as Sup).

at first the stats are pretty meh on taric. but lets clairify the passive, basically 25% of your raw dmg is stored as healing, and gets released as healing when healing. lets do some math again based on a average tarice.pngtaricpassive.pngtaricpassive.pngtaricq.png exchange at lvl 9 (E maxed, Q 2 points, sightstone, targons):
E: 285+50ap*0.5=310
2AA: 2*(78.6AD+57passive)=271
so (310+271)*0.25=145 Healcharges
Q: 60+(2% of 1800 HP)+(40%ap of 50) *1.05=121 Heal plus (100%) 121 healcharges means 242 heal (for comparison 7.png has 210 on lvl 9) if only autoattacks no stun then 68heal bonus
